Virginia Sweepstakes Casinos: Purchase-linked chances and changing proposals

Virginia casino sweepstakes information needs existing section 18.2-325 alongside the different SB 579 proposal versions. A proposed online restriction and a later proposed study cannot both be treated as an enacted ban.

Evidence baseline: October 20–21, 2026. The state sources and operator-policy findings below reflect that dated record. They are not a current legal opinion or evidence of account testing. Check the applicable law and current terms before relying on a participation claim.

Purchase-linked chances and changing proposals

The current gambling definition includes value exchanged for an uncertain prize and expressly addresses certain product or internet-access purchases linked to device chances, whether or not a chance is also offered without purchase. That makes the commercial relationship relevant independently of new legislation.

The introduced 2026 SB 579 text proposed an online-sweepstakes restriction. A February proposed substitute instead called for a study. Neither document alone establishes enactment, and a summary must not skip the official adoption question.

Virginia: official evidence retained from the October 20, 2026 baseline
RecordLocal evidence and scope
1Code 18.2-325 includes money or other value exchanged for a chance at an uncertain prize when defining illegal gambling.
2The definition expressly addresses purchases of products or internet access in exchange for chances on certain gambling devices, whether or not a chance is also available without purchase.
3Section 18.2-334 contains a conditional private-residence exception; that does not automatically cover a commercial internet platform.
4SB 579’s introduced 2026 text proposed a specific online-sweepstakes restriction, while a February proposed substitute instead proposed a study; neither document alone establishes enactment.

Playing at home is not the entire residence exception

Section 18.2-334 supplies a conditional private-residence exception. A commercial website does not establish that exception merely because a customer uses it from a sofa at home. The conditions and actual arrangement still need to fit the provision.

This page retains the existing statutory article and accurately labeled proposal records without Virginia signup cards. The source baseline offers no individual operator approval, and the presence of a free chance cannot be used to erase the purchase-linked wording already found in section 18.2-325.

How no-purchase entry works

Virginia questions

Does the existing definition account for some free chances?

Yes. The cited device-chance language addresses certain purchase-linked arrangements whether or not a chance is also available without purchase. The free alternative is not the end of that question.

Did the two SB 579 texts prove a new ban?

The introduced restriction and the February study substitute show different proposals. A completed enactment requires its own adopted text and official history; neither cited proposal alone supplies that outcome.
