The express no-venture sweepstakes provision
The provision expressly states that mailing an entry is not treated as the relevant venture of value. That is a defined treatment of a particular cost, rather than an assumption that every payment connected with a promotion is irrelevant.
The surrounding Chapter 51 also deals separately with gambling, lotteries and nonprofit games. Those categories should not be merged into a general casino approval. A paid coin package still needs to be described by its actual relationship to participation and redeemable prizes.
Vermont: official evidence retained from the October 20, 2026 baseline
Record
Local evidence and scope
1
13 V.S.A. 2143b permits organizing, running or participating in a contest or game of chance, including a sweepstakes, when entrants are not required to venture money or other valuable things.
2
That section specifically says the cost of mailing an entry is not treated as such a venture.
3
The same chapter separately governs gambling, lotteries and nonprofit games, so those categories should not be merged.
Vermont’s promotional evidence supports a factual comparison of operators’ published location and entry rules under this baseline. Inclusion does not represent a newly issued state license or an individual determination that the whole product satisfies the no-venture condition.
Compare paid participation with the genuine free route and read redemption conditions before attaching meaning to a welcome package. The statutory mailing-cost rule should be retained exactly in substance, without extending it to unrelated transactions or treating every commercial two-currency model as automatically compliant.
Does Vermont explicitly permit qualifying sweepstakes?
Yes. Section 2143b provides a category for qualifying contests and games of chance, including sweepstakes, without a required venture of money or other valuable things. Its actual condition must be satisfied.
Does the mailing rule cover every cost?
The provision specifically addresses mailing an entry. It is not a general ruling that every paid bundle, related transaction or prize-linked game falls outside the venture-of-value question.
Vermont’s useful starting point is the express no-venture condition. Keep the specific mailing-cost treatment separate from the broader assessment of a paid coin product.
