A social-games exception without electronics
Title 16, Chapter 19 addresses unauthorized lotteries and separate game-and-betting prohibitions in specified locations. The narrow social-games provision should be read within that statutory structure, with all of its conditions retained.
The electronic-device condition is particularly important for an internet product. A promotion cannot establish the exception merely by calling its players a social community. The activity, financial arrangement and equipment are facts that need to fit the actual wording.

Licensing a machine does not legalize its game
Title 12 separately restricts listed gaming machines and chance devices. Section 12-21-2736 makes clear that a machine license cannot render an otherwise unlawful machine lawful. A claimed license therefore needs both a scope check and an examination of the underlying activity.
This state guide presents the statutory boundaries without South Carolina signup links. It does not combine lottery, social-game and machine provisions into a presumed online-casino permission, and it does not treat an operator’s national admission policy as evidence that those requirements have been met.
South Carolina questions
Can electronic play rely on the social-games wording?
The cited exception contains a no-electronic-devices condition among its requirements. Social branding cannot remove that condition or show that a web-based product qualifies.
What does a machine-license claim establish?
Only the authorization actually covered by the license. Section 12-21-2736 says licensing does not cure an otherwise unlawful gambling machine, so permission for the activity cannot be assumed from the license alone.
