Physical location and the iGaming age rule
Section 42-61.2-17 requires physical presence in Rhode Island for authorized iGaming and includes location-detection safeguards. An address in the state and actual physical location are different eligibility facts. The framework concerns the authorized activity, not every website accessible from a local connection.
The wider unauthorized-gambling provision in section 11-19-1 recognizes specifically authorized categories. Those permissions need to be matched to the product being claimed. An operator’s own terms may impose further restrictions but cannot create a missing state authorization.

Charitable permits belong to another process
The State Police Charitable Gaming Unit administers specified charitable authorizations. A permit in that framework should be checked for the organization and activity covered. It is not a commercial internet-casino license, even if similar game names appear in both settings.
This article does not establish local authorization for the independent sweepstakes products in the directory and therefore offers no Rhode Island signup ranking. It preserves the official age, location and charitable-gaming sources so readers can see the boundaries of each claim.
Rhode Island questions
Why does the age distinction matter?
The Lottery’s FAQ separates the 21-year iGaming minimum from other lottery offerings generally available at 18. An age statement needs to identify its activity rather than being reused across unrelated products.
Does a charitable permit prove online-casino eligibility?
No such conclusion follows. Charitable authorizations and state-authorized iGaming are separate processes. The latter includes physical-presence safeguards, while the former covers the activities specified in its own permit framework.

Rhode Island’s eligibility picture depends on the authorized activity, actual location and correct age rule. A generic lottery statement cannot establish all three.
