District of Columbia Sweepstakes Casinos: Genuine free promotions under OLG guidance
District of Columbia casino sweepstakes information benefits from a clear OLG distinction: a properly structured promotion need not require gaming licensure, but a nominal free route does not decide the treatment of a casino-style model.

Genuine free promotions under OLG guidance
The Office of Lottery and Gaming’s February 2026 oversight response considers whether free participation is genuine and equivalent. It also discusses indirect consideration. Those are practical questions about the arrangement as a whole, rather than a checklist satisfied by inserting a postal-entry paragraph.
The same response calls for case-by-case attention to casino models. A directory can report an operator’s published admission language, but it cannot take over that analysis or present the operator as OLG-endorsed. Free entries, paid transactions and the way prizes arise must remain connected in the explanation.
District of Columbia: official evidence retained from the October 20, 2026 baseline
Record
Local evidence and scope
1
OLG’s February 2026 oversight response says properly structured promotional sweepstakes do not require gaming licensure.
2
The response requires a genuine equivalent free route and warns about indirect consideration and case-by-case casino-model risks.
3
The May 4, 2026 B 26-0656 hearing documents a proposed internet-gaming framework rather than proving enactment.
B 26-0656 received a public hearing on May 4, 2026. That record documents consideration of a proposed internet-gaming framework. A hearing page is not proof of adoption, so this guide does not announce that the proposal legalized a new internet-casino market.
The baseline permits conditional factual operator comparisons under the existing promotional evidence. Any such listing must retain current eligibility, age, entry and redemption conditions. It remains an availability statement, with no claim that a particular account or paid coin arrangement has received government clearance.
Can a genuine DC sweepstakes avoid gaming licensure?
OLG’s oversight response says properly structured promotional sweepstakes do not require it. That conclusion depends on genuine equivalent free participation and the other substantive facts. It cannot be extended automatically to every continuous casino-style platform.
Did the May 2026 hearing enact internet gaming?
The cited hearing record concerns a proposal. Legislative enactment requires a separate official adoption record. This baseline does not use the hearing date as an effective date or a state approval of the compared operators.
In DC, the useful comparison is between genuinely equivalent promotion access and the actual economic arrangement. Keep legislative hearing evidence separate from enacted authority.
