Equal access to genuine free entry
Arizona’s statutory definition addresses risking value for a benefit from a chance- or skill-based game or contest. The Department’s promotion guidance then gives readers concrete questions to ask about the purported free alternative. Extra forms, mailings and entry limits are not automatically harmless merely because a customer can eventually obtain an entry.
The relevant test is how the routes operate alongside one another. A quick paid transaction and a substantially more difficult free process cannot be declared equivalent simply because both finish with an identically named coin balance.
| Record | Local evidence and scope |
|---|---|
| 1 | Arizona’s gambling definition covers risking something of value to obtain a benefit from a game or contest of chance or skill (A.R.S. 13-3301). |
| 2 | ADG guidance says free participants must have the same manner of participation, extent of access and odds as purchasers. |
| 3 | ADG says additional free-entry barriers such as extra forms, mailings or limited entries must not make free participation more difficult. |
| 4 | The agency warns that unregulated online casino and sweepstakes platforms may expose consumers to financial loss and identity theft. |

Compare the whole entry journey
Write down the steps, waiting periods and participation limits for a nonpurchaser, then compare them with the purchaser’s access. Also check whether the same games and odds are available. This is more informative than comparing only the number of advertised introductory coins.
ADG’s separate online-gaming warning raises financial-loss and identity-theft concerns at unregulated platforms. An Arizona advertisement, app download or successful registration does not establish that the promotion satisfies the agency’s guidance. This guide therefore explains the evidence without supplying an unverified state signup list.
Arizona questions
Which free-entry differences does ADG identify?
The guidance discusses additional forms, mailings and limited entries where they make free participation harder. Manner of participation, extent of access and odds all matter; a zero-dollar entry price alone does not answer those comparisons.
Does free-to-play advertising avoid the warning?
The Department’s guidance includes products promoted as free-to-play or sweepstakes. Its concern is the actual activity and associated value, together with consumer exposure at unregulated platforms. The slogan is not an agency endorsement.

Arizona’s distinctive question is whether the free route offers equivalent participation in practice. Review access and friction before attaching meaning to a coin bonus.
