Evidence baseline: October 20–21, 2026. The state sources and operator-policy findings below reflect that dated record. They are not a current legal opinion or evidence of account testing. Check the applicable law and current terms before relying on a participation claim.
Entertaining displays and the defined device
The law includes listed casino-like chance displays, such as video poker and bingo. A predetermined result does not automatically remove the activity from the restriction. A free-entry sentence likewise does not resolve a provision whose definition is not limited to paid participation.
The device definition contains another material detail: equipment owned, leased or otherwise possessed by the promoter or specified partners, affiliates or contractors. That wording must be retained when explaining how the statute relates to remote participation.
| Record | Local evidence and scope |
|---|---|
| 1 | General Statute 14-306.4 prohibits operating an electronic machine or device to conduct or promote sweepstakes through an entertaining display, including prize entry or reveal. |
| 2 | The statute includes chance-based video poker, bingo and other listed casino-like displays; a predetermined result does not automatically avoid the prohibition. |
| 3 | Its sweepstakes definition applies with or without consideration. |
| 4 | The device definition refers to equipment owned, leased or otherwise possessed by the promoter or its partners, affiliates or contractors. |

Keep both scope questions in view
Identify the display and the device relationship instead of quoting only one part of the provision. An accurate summary should neither erase the restrictions nor silently expand the defined equipment into every customer-owned phone. The particular statutory language determines the scope.
This page links the enacted provision and explains its mechanics without local prize-play signup cards. National availability terms, advance-result features and a social label do not by themselves establish permission. The source baseline does not claim that every remote arrangement has received the same individual determination.
North Carolina questions
Does the definition require an entry purchase?
The statute’s sweepstakes definition applies with or without consideration. The absence of a purchase requirement therefore does not, by itself, settle a covered display-and-device arrangement.
Why discuss device ownership or possession?
It is part of the enacted definition. The promoter and specified associated parties appear in that wording, which should remain visible when the law is summarized for readers using remote websites.
Official sources for North Carolina
North Carolina’s display restriction and device definition should be read together. Neither a predetermined outcome nor a free route alone establishes an exemption.
