New Jersey Sweepstakes Casinos: Chapter 128 and the credit exclusion

New Jersey casino sweepstakes information must use enacted Chapter 128, which expressly includes indirect awards through dual-currency payment systems. Its promotion exception needs to be read with the restrictions on qualifying coins and credits.

By · Public-source research · Source baseline October 20–21, 2026

Evidence baseline: October 20–21, 2026. The state sources and operator-policy findings below reflect that dated record. They are not a current legal opinion or evidence of account testing. Check the applicable law and current terms before relying on a participation claim.

Chapter 128 and the credit exclusion

Section 2 treats covered paid participation as unlawful gambling unless an applicable statutory exception or other state authorization applies. Section 3 provides conditions for qualifying promotions. Quoting only the free-entry condition omits important parts of that structure.

In particular, the relevant merchandise category excludes coins, tokens and online credits whose only value is entry in the sweepstakes or redemption by the operator. A checkout description saying the customer bought coins does not itself establish qualifying merchandise.

Read the exception and the prohibition together

The meaningful question is not simply whether a free route exists. It is whether the actual transaction, product and award meet all relevant conditions. The statute’s explicit dual-currency language should remain visible beside its promotion exception.

Chapter 128 also permits civil penalties up to $100,000 for a first offense and $250,000 for a subsequent offense, with continuing days counted separately. This is enacted evidence, not a pending proposal. The state guide therefore supplies restriction context instead of New Jersey prize-play signup offers.

How no-purchase entry works

New Jersey questions

Does the law specifically address two-currency systems?

Yes. Its sweepstakes definition includes indirect prize awards through dual-currency payment systems. That direct language is more precise than describing the state as merely having general gambling rules.

Can any coin package qualify as merchandise?

The promotion provision excludes the specified coins, tokens and credits with only entry or operator-redemption value from its relevant merchandise category. The package’s actual function must be assessed, rather than relying on its sales label.

For New Jersey, the free-entry condition is only one part of the enacted text. Keep the credit exclusion and dual-currency definition in the same explanation.
